(A) The Fire Chief may prescribe rules for the government of the Department, subject to the approval of the City Manager, which shall be entered in a book of Fire Department rules and which may be amended or revoked by the Fire Chief, subject to approval by the City Manager.
(B) Such rules shall designate the chain of command for the Department so that in the absence or disability of the Chief, the responsibility for the operation of the Department shall immediately and automatically vest in the officer designated by such regulations.
