Each rental unit must be inspected by the city prior to the issuance of a certificate of compliance. The city shall issue a certificate of compliance for a rental unit where the city finds that the rental unit meets all standards set forth in this code. A list of the applicable code sections may be obtained from the city building inspector. The owner of the rental dwelling must pay all fees required by this chapter prior to the issuance of a certificate of compliance.
