§ 8.11 INTENT AND APPLICABILITY OF SIGN REGULATIONS.
   The following regulations are intended to regulate the placement, size, construction and manner of display of signs and outdoor advertising in the city, in order to protect public safety, health and welfare; protect the constitutional right of free speech while imposing reasonable regulations; create a positive environment for businesses; minimize abundance and size of signs to reduce visual pollution, decrease distractions to motorists for safety and prevent loss of sight distance; promote public convenience; preserve property values; and promote aesthetics as a means of protecting the community’s welfare and enhancing the aesthetic appearance and quality of life within the city.
