All rules and regulations made by the administrative officers which are subject to approval by the Commission under the provisions of this code, and all rules and regulations adopted by the Commission on its own initiative, shall be published in the manner directed by the City Commission or, in the absence of any specific direction, publication as part of the official minutes shall be sufficient. Copies of all such rules and regulations shall be kept in the office of the Clerk for Public Inspection and Distribution. Rules and regulations adopted by any department of the city shall be filed with the City Commission at the time of their adoption, repeal or amendment.
