No person may construct a multi-channel video system in the city to provide multi-channel video service in the city without first obtaining from the city a consent agreement or franchise authorizing the construction of such a system. No multi-channel video provider may provide multi-channel video service to any person in the city unless a consent agreement or franchise from the city authorizing the same is in full force and effect at all times while that service is provided.
