(A) Notices which are given pursuant to any provisions of this code, including, but not limited to, notices regarding sidewalk repairs, sewer or water connections, dangerous structures, abating nuisances or any other act the expense of which if performed by the city may be assessed against the premises under the provisions of this code, shall be served:
(1) By delivering the notice to the owner or other persons to be served, personally, or by leaving the same at his or her residence, office or place of business with some person of suitable age and discretion;
(2) By mailing said notice to such owner or other person to be served at his or her last known address; or
(3) If the owner or other person to be served is unknown or cannot be located for service or has no address known to the city, by posting said notice in some conspicuous place on the premises not less than five days prior to the date of any hearing or action by the city provided for in this code.
(B) No person shall interfere with, obstruct, mutilate, conceal or tear down any official notice or placard posted by any city officer, unless permission is given by said officer to remove said notice. Unauthorized removal of such notice shall not affect the rights of the city to proceed as provided for in this code.
