No person shall sell any gasoline or other motor fuel for delivery directly into the tank upon any automobile, truck or other motor vehicle within the city while the engine of such automobile truck or other motor vehicle is running, and no gasoline shall be delivered into the tank of any automobile, truck or other motor vehicle unless drawn from a tank buried at least three feet underground.
