The City Manager shall promulgate and may amend, from time to time, rules and regulations to be followed to ensure compliance with the provisions of this chapter. Such regulations shall include, but not be limited to, hours and methods of operation, and the manner of compliance with the requirements of this chapter. Such rules and regulations and any changes therein shall be filed with the City Commission. Unless reversed or modified by the City Commission at the first meeting after such filing with the City Commission, the rules and regulations shall take effect immediately after said first meeting of the City Commission.
