No person shall engage in the business of fumigation or in the occupation of fumigation in the city without first obtaining a license therefor from the County Health Department. No person shall engage in such business or occupation unless he or she complies with the provisions of the laws of the state and rules and regulations promulgated by the state’s Department of Health and the County Health Department pertaining thereto.
