No food service establishment as defined in Part 129 of Public Act 368 of 1978, being M.C.L.A. §§ 333.1101 et seq., as the same may be amended from time to time, shall be located or operated in the city unless it complies with the provisions of said Act and of all rules and regulations promulgated by the state’s Department of Agriculture and the County Health Department pertaining thereto.
