No farm animal, wild animal, or non-domestic animal, such as a horse, cow, swine, sheep, goat, goose, chicken, duck, snake, reptile, or bees shall be kept in any dwelling or on the same lot or premises of any dwelling without obtaining written approval from the Director of Public Works. In reviewing such request, the policy adopted by the city regarding the keeping of such animals shall be used in determining the response to the request. If approval is denied, the applicant may appeal the decision of the Director of Public Works to the Zoning Board of Appeals. Both the Director of Public Works and the Zoning Board of Appeals are authorized to place conditions on any approval which is granted.
