The Commission shall hold a special meeting prior to the last day of the current fiscal year, but subsequent to the public hearing on the budget, for the sole purpose of final consideration and adoption of the budget and to authorize a tax levy necessary to meet the budget. The amount that the Commission may raise annually by a general tax upon the taxable real and personal property in the city for municipal purposes shall not exceed two percent (2%) of the assessed value (20 mills) of all real and personal property in the city, unless otherwise provided by state law.
