The Director is hereby authorized and directed to order any person who owns property abutting to any driveway approach, retaining wall or areaway that is not in good repair, to build, rebuild or repair such improvements in accordance with engineering standards as applicable. As used in this section, PROPERTY OWNER means the owner of the land upon which there is a driveway approach, retaining wall or areaway or the owner of the property directly abutting or adjacent to any of these improvements.
