No permit to make any opening or excavation in or under a paved street shall be granted to any person within a period of two years after the completion of any paving or resurfacing thereof unless a street opening is necessary as a public safety measure, in which case the Director may suspend the operation of this section as to such street opening upon such conditions as he or she may reasonably establish.
