§ 4.6 STREET OPENINGS; PERMITS; INSURANCE.
   No person shall make any excavation or opening in or under any street without first obtaining a written permit from the Director. The Director may require that the applicant post a cash deposit and file a liability insurance policy as provided in § 4.5 before such permit is issued.
