The city shall have the right to bring an action in the appropriate court to collect any and all costs of cleanup and restoration which are not paid by the responsible party as required by § 2.152. In addition, in those instances where the responsible party owns the affected property, any and all costs of cleanup and restoration which are not paid within 30 days after billing shall be levied as a special assessment in the manner as provided § 1.306 of this code.
