It shall be the duty of any person or other entity which causes or controls leakage, spillage or any other dissemination of dangerous or hazardous substances or materials to immediately remove such and cleanup the area where such hazardous substances or material have been released to the satisfaction of the Director of City Services. Such person or other entity is hereinafter referred to as the responsible party.
