For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
A DANGEROUS OR HAZARDOUS SUBSTANCE OR MATERIAL. Any substance which is spilled, leaked or otherwise released from its container and which the Director of Public Safety or his or her authorized representative determines to be dangerous or harmful to the environment or to human or animal life, health or safety.
