Annually, after the close of the fiscal year and prior to the adoption of the system’s budget, there shall be a review of rates and charges. Upon completion of the review, a report shall be prepared and presented to the City Commission summarizing the review and recommending rates and charges which assure that all the costs of the system will be recovered from customer and user classes proportionately to the cost of providing service to them.
