The City Manager will evaluate the completed application and data furnished by the discharger and may require additional information. Within 30 days after full evaluation and acceptance of the data furnished, the City Manager shall make a determination as to whether the applicant is a significant industrial user or authorized discharger. For every applicant, the City Manager shall issue or deny a discharge permit subject to terms and conditions provided herein.
