The standards, rules and regulations established in, or pursuant to, this chapter are deemed to be the absolute minimum consistent with the preservation of the public health, safety and welfare, to prevent pollution of the environment and to fulfill the obligations of the city with respect to state and federal law, including all rules and regulations adopted in conformance thereto. All such additional standards, rules and regulations not contained in this chapter shall be approved by the City Commission. The discharge into the POTW of any substance which exceeds the pretreatment requirements contained herein, or in any manner fails to conform hereto, is hereby declared to be a public nuisance and a violation of the code.
