§ 2.31 WATER CONSERVATION MEASURES.
   The City Manager, subject to approval by the Commission, may regulate, limit or prohibit the use of water for any purpose. Such regulations shall restrict less essential water uses to the extent deemed necessary to assure an adequate supply for essential domestic and commercial needs and for firefighting. No such regulation, limitation or prohibition shall be effective until 24 hours after the publication thereof in a newspaper of general circulation in the city, except in case of an emergency regulation authorized by the Commission at a regular or special meeting. Any person violating any such rule or regulation shall, upon conviction thereof, be punished as prescribed in § 1.13 of this code.
