The owner of the premises serviced by a meter is hereby made responsible for the same. If by any manner the meter is damaged or stolen, such accident must be reported to the Director at once. It shall be the duty of the city to make all meter repairs and charge same to the party made responsible for the meter. If any damage occurs to the meter through the fault of the water mains, repair will be made at the expense of the city.
