Meters shall be set in an accessible location and in a manner satisfactory to the Director. Where the premises contains no basement or cellar, or when other good and sufficient reason exists in the judgment of the Director, the meter may be installed outside in a meter pit. The location of the meter pit shall be approved by the Director, whether on the premises serviced by the meter or on the public right-of-way adjoining the same.
