No person shall throw or deposit any solid waste, including yard rubbish, upon or into any street, alley or other property, public or private, except to the extent that yard rubbish may be placed in the street adjacent to the curb for collection by the city under the rules and regulations made by the City Manager and approved by the City Commission. It shall be the duty of every occupant of property and the owner of unoccupied property, at all times, to maintain the premises occupied or owned by him or her in a clean and orderly condition, permitting no deposit or accumulation of solid waste upon such premises unless stored or accumulated as permitted by this chapter.
