§ 51.03 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATOR. The Administrator of the U.S. Environmental Protection Agency.
   APPROVING AUTHORITY. The Director of Public Works.
   BI-MONTHLY. Once every two months.
   BUILDING SERVICE PIPE. The pipe which is connected to the curb stop and extends from the property line into the building.
   CAPITAL IMPROVEMENT CHARGE. A charge levied on users to improve, extend or reconstruct the waterworks facilities.
   COMMERCIAL USER. Transit lodging, retail and wholesale establishments or places engaged in selling merchandise or rendering service.
   CONNECTION FEE. The same as the CAPITAL IMPROVEMENT CHARGE.
   CORPORATION STOP. The water supply shut off at the point where the service pipe is connected to the water main.
   CURB STOP. The water shut off located at or near the property line to each building being serviced.
   DEBT SERVICE CHARGE. The amount to be paid each billing period for payment of interest, principal and costs and expenses of outstanding loans or bonds.
   DIRECTOR. The Director of the Illinois Environmental Protection Agency.
   DIRECTOR OF PUBLIC WORKS. The Director of Public Works of the village or his or her authorized deputy, agent or representative.
   DWELLING or RESIDENTIAL DWELLING UNIT. Each individual living unit such as house, mobile homes, apartments and permanent multi-family dwelling units.
   EASEMENT. A legal right for the use of land owned by others.
   IEPA. The Illinois Environmental Protection Agency.
   INDUSTRIAL USERS. Establishments engaged in manufacturing activities involving the mechanical or chemical transformation of materials of substance into products.
   INSTITUTIONAL/GOVERNMENTAL USER. Schools, churches, penal institutions and users associated with federal, state and local governments.
   LOCAL CAPITAL COST CHARGE. Charges for costs other than the operation, maintenance and replacement costs, such as debt service and capital improvement costs.
   MAY. The act referred to is permissive.
   METER. A device for measuring water to each customer.
   PERSON. Any and all persons, natural or artificial including any individual, firm, company, municipal or private corporation, association, society, corporation or group, institution, enterprise, governmental agency or other entity and their successor, administrators, heirs and assigns.
   PRIVATE WATER SUPPLY. A water source other than the village’s public water source, developed and maintained by private individuals.
   REPLACEMENT. Expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the waterworks to maintain the capacity and performance for which the works were designed and constructed. The term OPERATION AND MAINTENANCE includes REPLACEMENT.
   RESIDENTIAL USER. All dwelling units such as houses, mobile homes, apartments and permanent multi-family dwelling.
   SHALL. The act referred to is mandatory.
   USER CHARGE. A charge levied on users of waterworks for the cost of operation, maintenance and replacement.
   USER CLASS. The industrial, commercial or residential users defined herein.
   VILLAGE. The Village of East Dundee, Illinois.
   WATER FACILITIES. The same as WATERWORKS SYSTEM.
   WATER FUND. The principal accounting designation for all revenues received in the operation of the waterworks system.
   WATER MAIN. The pipe which distributes water from the pumping station throughout the village’s water system.
   WATER QUALITY STANDARDS. As defined in the Water Pollution Regulations of the State of Illinois and other applicable regulatory agencies.
   WATER SERVICE CHARGE. The charge per billing period levied on all users of the waterworks facilities. The service charge shall be computed as outlined in this chapter and shall consist of the total of the user charge, the local capital cost.
   WATER SERVICE PIPE. The pipe which extends from the corporation stop at the water main to the curb stop located at the property line.
   WATER SYSTEM. The same as WATERWORKS SYSTEM.
   WATERWORKS SYSTEM. The structures, equipment and processes required to distribute, pumps store and treat water for consumption within the village.
