§ 51.02 MANAGEMENT OF WATERWORKS SYSTEM.
   (A)   (1)   The Director of Public Works or his or her designate shall have the supervision, management, control, maintenance and operation of the waterworks system of the village, subject to the direction of the Board of Trustees.
      (2)   The Director of Public Works shall report to the Board of Trustees the violation of all ordinances concerning the waterworks system.
   (B)   It shall be the duty of the Director of Public Works or his or her designate, at the time the application, as herein required, is made, to enter in a book to be kept for that purpose the statements and representations of the applicant as to the place, location, kind and extent of the connection to be made, the purpose for which the water is to be used and all the plumbing and plumbing work in any manner or way connected therewith as by this chapter required of the applicant to be given specifically and in detail.
   (C)   All water connections plumbing work shall be done subject to the approval of the Director of Public Works or his or her designate and no work underground shall be covered up until examined by him or some person under his or her direction.
   (D)   It shall be the duty of the Director of Public Works to provide information to the Village Administrator on all accounts and records of all services connected with the waterworks system.
   (E)   The regulations of this chapter govern every user of the village water facilities and shall be a part of the contract between the village and every user. In making application for water service, every user shall agree, in writing, to be bound thereby. It is the duty of the Director to enforce these regulations.
