§ 51.01 WATER SYSTEM.
   (A)   The water supply and distribution system consisting of a source of water supply with storage facilities, together with all pumps and pumping equipment, distribution and transmission facilities, comprising water main, valves, meters, meter boxes and all appurtenances and appliances necessary for the pumping, storage and distribution of water shall be designated as the waterworks system of the village and shall be operated by the village as a utility; and all improvements and extensions of the waterworks systems shall be considered as improvements and extensions to the utility.
   (B)   (1)   There is hereby established the Water Department, hereinafter called the Department, within the Department of Public Works.
      (2)   The Department shall consist of a Director of Public Works and other members of the Department as may from time to time be provided for by the President and Board of Trustees.
      (3)   The Department shall be in charge of all matters relating to the water facilities, including the connection thereto and the extension thereof, and to read the meters of all consumers of village water on a bi-monthly basis.
   (C)   All connections and all water used shall be furnished upon the express conditions that the village shall not be liable, nor will any claim be made against it for damage or injury caused by reason of the breaking of any main, connections, service pipes or apparatus or appurtenances connected therewith or any part or portion of the system or plant, or for any interruption of the supply or by the reason of the breakage of machinery, or by reason of stoppage for repairer alterations or extensions or renewals.
   (D)   The Department may from time to time adopt policies procedures necessary to implement the requirements of this chapter.
