(A) Initial inquiry. The decision to proceed with a concept plan and pre-application conference is left to the developer. Prior to filing an application for approval of the preliminary plan, the subdivider shall secure from the village the following material:
(1) Summary of the development review procedure;
(2) Concept plans and preliminary plan and final plan checklists;
(3) One-page concert information form;
(4) Application for preliminary approval;
(5) Application for final plat approval; and
(6) Related ordinances.
(B) Concept submittals.
(1) The applicant shall complete and submit to the village 20 copies of the concept information form accompanied by the following material:
(a) Location map, drawn at a scale of not smaller than 1,000 feet to the inch, showing the existing community facilities within one mile of the proposed subdivision; including the name and location of main traffic arteries, public transportation lines, sewage and utility lines, water mains and drainage patterns, shopping areas, elementary and high schools, parks and playgrounds, fire stations, principal places of employment, other community features such as railroad stations, airports, hospitals and churches, scale north arrow and date; and (The location of all land owned or under option by the subdivider shall be shown on the map.)
(b) Concept plan, showing, in simple sketch form, on topographic survey, the boundaries of the plat and the existing conditions on and within 200 feet of the site; include existing natural features such as wooded areas, low areas subject to flooding, drainage patterns, bodies of water and other significant features such as unique vegetation, geological conditions and wildlife habitats; include man-made features such as buildings, barns, bridges, historical sites, underground utilities, rights-of-way, easements, other structures and the present zoning or planned use according to the official plan; include, preferably on an acetate or Mylar overlay, the proposed land uses, points of access, drainage pattern, stormwater retention and detention areas, open space, public sites, title of subdivision, scale, north arrow and date.
(2) This step does not require formal application or fee. The Plan Council or its representative shall examine the submittals in order to determine their adequacy for presentation and discussion at a concept conference, as described herein.
(C) Concept conference.
(1) A conference may be held with the subdivider, the Plan Council and other local government officials no sooner than five days after receipt by the village of submittals in order to:
(a) Discuss the site in relation to the surrounding area;
(b) Discuss the existing conditions on and adjacent to the site;
(c) Mutually identify potential problems of the proposed subdivision in relation to the existing conditions of the area, the official map and official plan, zoning ordinance and other local goals, objectives, objectives, ordinances and plans; and
(d) Inform the subdivider of the procedure for subdividing land and of the filing and review fees and bonding requirements.
(2) The subdivider may request additional concept meetings with the Plan Council and other local government officials in order to continue the discussions. The meetings are for the purpose of providing information only and the subdivider has the burden of assessing the effect of the information on the proposed subdivision. No formal action shall be taken by the Plan Council at the completion of the concept meetings. The decision to proceed or abandon the proposed subdivision rests solely with the subdivider.
