§ 153.17 JURISDICTION AND POWERS.

   (A)   The Commission’s jurisdiction shall be limited to the East Dundee Historic District. The Commission shall have jurisdiction to act on petitions for inclusion within the District in accordance with the provisions set forth in this chapter. In addition to adopting procedural rules and regulations for its own governance, the Commission shall consider applications for certificates of appropriateness and issue or deny the certificates.
   (B)   The Commission may also administer, on behalf of the village, any properties or easements or other interests in real property, which the village may have or may accept as gifts or otherwise, upon designation of the Commission by the Board as the Administrator thereof.
   (C)   The Commission shall work for the continuing education of the citizens of the village with respect to the historic and architectural heritage of the village.
   (D)   (1)   The Commission shall evaluate the effect of any application for a zoning amendment, variation or special use in the District, considering the purposes of this chapter.
      (2)   The applications submitted to the Zoning Board of Appeals shall be forwarded to the Commission, which, in its discretion, may present evidence at the public hearing on the proposed zoning amendment, variation or special use either in support or in opposition or it may recommend modification there to.
   (E)   The Village President, Village Administrator and the Building Inspector shall evaluate the effects of any applications for a sign permit within the District, pursuant to appropriate provisions of Chapter 156 of this code of ordinances, considering the purposes of this chapter. A copy of every application submitted to the Building Inspector shall be immediately forwarded by the Building Inspector to the Village President and Village Administrator, which in their discretion, may recommend changes in the design, size or other features of the sign to assure its compatibility with the visual integrity and historic or architectural character of the District. The recommendations shall be considered by the Building Inspector in the normal process of issuing a sign permit.
   (F)   Subject to an appropriation by the Board of Trustees of the village, the Commission may employ clerical and technical assistants or consultants and incur other expenses appropriate to carrying out its work and may accept and expend sums appropriate for such purposes.
