The Commission shall adopt procedural rules and regulations for its own governance, not inconsistent with the provisions of this subchapter or any other ordinance of the village. The Commission shall appoint a Vice-Chairperson and Secretary from among its members. Meetings of the Commission shall be open to the public and shall be held at the call of the Chairperson or any two members within 35 days after receipt by the Commission of any application for a certificate of appropriateness and at such other times as the Commission shall determine. Public notice by posting shall be given of all meetings and hearings. The Commission shall keep minutes of its proceedings, showing the action of the Commission upon each question, and shall keep records of its proceedings and other official actions taken by it, all of which shall be a public record maintained by the Village Clerk. All actions of the Commission shall be by motion in accordance with “Roberts Rules of Order.”
