(A) Historic District established. The locations and boundaries of the District shall be as illustrated on the official map of the East Dundee Historic District, incorporated as part of this chapter and which is described as follows:
Beginning at the point of intersection of the centerline of Barrington Avenue with the center line of Fourth Street; thence northerly along the center line of Fourth Street; 305 feet to a point in the northeasterly extension of the northwesterly line of Block 4 of Edward’s Addition to East Dundee; thence southwesterly along the northeasterly extension of and the northwesterly line of Block 4 aforesaid 27 feet to the southwest corner of Lot 2, in Block 20 of Lakewood Lodge Estates subdivision; thence northerly along the westerly line of the Block 20 and its northerly extension 400 feet; thence westerly along a line perpendicular to the last described line at the last described point to a point in the easterly line of Block 4 of Alfred Edward’s Subdivision; thence southeasterly along the easterly line of Block 4 and of Block 5 of Alfred Edward’s Subdivision and the southeasterly extension of the easterly lines to the center line of Barrington Avenue; thence westerly along the center line of Barrington Avenue to the point of intersection with the northerly extension of the east line of the west 45 feet of Lots 8 through 11, inclusive, in Block 8 of Edward’s Addition to East Dundee, thence southerly along the east line of the west 45 feet of Lots 8 through 11, inclusive and its northerly extension 130 feet to a point in the north line of Lot 7 in Block 8 of Edward’s Addition to East Dundee; thence westerly along the north line of Lot 7 to the northwest corner thereof; thence southerly along the west line of Lot 7, Lot 6 and Lot 5 in Block 8 aforesaid 75 feet to the southwest corner of Lot 5; thence easterly along the south line of Lot 5, in Block 8 of Edward’s Addition to East Dundee and its easterly extension 155 feet to the center line of Third Street; thence southerly along the center line of Third Street to the point of intersection with the north line of Block 3; in the Original Town of East Dundee; thence westerly along the north line of Block 3 to the northwest corner of Lot 4, in Block 3 aforesaid; thence southerly 120 feet along the west line of Lot 4 to the southwest corner thereof; thence southwesterly along the south line of Lot 5, in Block 3, in the Original Town of East Dundee and its westerly extension to the center line of the Fox River; thence southeasterly and southerly along the center line of the Fox River to the point of intersection with the south line of Lots 6 through 10; inclusive, in Block 9, in the Original Town of East Dundee extended westerly; thence easterly along the westerly extension of and the south line of Lots 6 through 10; inclusive to a point in the east line of Block 9 aforesaid; thence northeasterly along a line to the southwest corner of Lot 5, in Block 8, in the Original Town of East Dundee; thence easterly along the south line of Lots 1 through 5, inclusive, in Block 8 and along the easterly extension thereof 360 feet to the center line of Van Buren Street; thence northerly along the center line of Van Buren Street to the point of intersection with the easterly extension of the north line of Lots 6 through 10; inclusive, in Block 5, in the Original Town of East Dundee; thence westerly along the easterly extension of and the north line of Lots 6 through 10; inclusive, in Block 5 aforesaid 261 feet to the point of intersection with the east line of west half of Lot 4, in Block 5; thence north along the east line of the west half of Lot 4, in Block 5 in the Original Town of East Dundee 120 feet to the northeast corner of the west half of Lot 4 aforesaid; thence northeasterly to the southeast comer of Lot 7 in Block 2, in the Original Town of East Dundee; thence northerly 120 feet along the east line of Lot 7 to the northeast comer thereof; thence easterly along the south line of Lot 3, in Block 2 aforesaid 66 feet to the southeast corner thereof; thence northerly 120 feet along the east line of Lot 3 to the northeast corner thereof; thence westerly along the intersection with the southerly extension of the center line of Fourth Street; thence northerly along the southerly extension of and the center line of Fourth Street; thence northerly along the southerly extension of and the center line of Fourth Street 690 feet to the point of beginning, all in the Village of East Dundee, Kane County, Illinois.
(B) Addition to the Historic District. In addition to the area designated herein, additional areas may be included within the East Dundee Historic District.
(1) Petition for inclusion. Request for inclusion within the East Dundee Historic District may be made by any property owner by filing a petition to join the District with the Commission and shall contain such information as deemed proper by the Commission. After considering the petition at a public hearing, the Commission may accept or reject the petition, based on the historic and architectural significance of the property. The Commission shall file their notice of decision with the Village Clerk and Building Inspector and, if accepted, a proper amendment shall be made to the Historic District map.
(2) Automatic inclusion of block face. Whenever at least 60% of the property owners on a block face petitioned and have been accepted into the District, then the entire block face shall be included within the District.
