(A) The Village President may make an appropriation for Emergency Management Agency purposes, in the manner provided by law, and may levy in addition for Emergency Management Agency purposes only, a tax not to exceed $.05 per $100, of the assessed value of all taxable property in addition to all other taxes, as provided by the Emergency Management Agency Act of 1988, ILCS Chapter 20, Act 3305, §§ 1 et seq.
(B) However, the amount collectable under the levy shall in no event exceed $.25 per capita.
