(A) (1) The practice of telephoning any private residence or dwelling in the village without having been requested or invited to do so by the owner or occupant for the prose of soliciting orders for the sale of goods or services, for the purpose of soliciting the purchase of goods or services, for the purpose of soliciting as contract or agreement to purchase goods or services or for the purpose of any commercial solicitation which results or is intended to result in the sale of goods or services, regardless of the form, guide or method of solicitation is prohibited.
(2) Any practice or act prohibited by this section may be deemed to have occurred or to have been committed at either the place at which the telephone call was made or received.

(B) (1) The practice of telephoning any private residence or dwelling in the village for the purpose of soliciting contributions, donations or gifts for the benevolent, philanthropic, patriotic, religious, educational, charitable or other eleemosynary purposes without a permit is prohibited.
(2) The Village Clerk shall issue a permit for telephone solicitation of contributions, donations and gifts for such purposes at no fee upon the sworn statement of the person making the telephone solicitations or of an officer of the organization, group, association, partnership or corporation making the telephone solicitations which shall include the following:
(a) The name under which the telephone solicitation is to be conducted;
(b) The names and addresses and telephone numbers of persons or of the officers and directors of the organization, group, association, partnership or corporation who is to conduct the telephone solicitations;
(c) The names, addresses and telephone numbers of any professional fund-raiser and professional solicitors who participate or will participate in the telephone solicitations, together with a statement setting forth the terms of the arrangements for salaries, bonuses, commissions or other remunerations to be paid the professional fund-raisers or solicitors;
(d) The general purposes of the person, organization, group, association, partnership or corporation conducting a telephone solicitation;
(e) The purposes for which the contributions, donations or gifts solicited will be used;
(f) The period of time during which the telephone solicitation is to be conducted; and
(g) The written consent of any existing person, organization, group, association, partnership or corporation for which the telephone solicitation is made.
(3) A permit issued under this section shall be valid only during the calendar year in which it is issued.
(4) Any practice or act prohibited by this section may be deemed to have occurred or to have been committee at either the place at which the telephone call was made or was received.
