§ 158.03 PLAN REQUIREMENTS.
   The following shall establish the standards for the preparation and submission of required plans for landscape, screening and tree preservation.
   (A)   Landscape plan required. A landscape plan approved by the village staff on the basis of the standards set forth in this chapter shall be required for all projects requiring site plan review and/or a special use permit.
   (B)   Content of landscape plan. All landscape plans shall be prepared by an Illinois registered landscape architect and shall include or have attached thereto the following information:
      (1)   North arrow, scale, name and address of preparer.
      (2)   The location and dimensions of all existing and proposed buildings, structures, parking lots and driveways, roadways and rights-of-way, sidewalks, bicycle paths, ground signs, refuse disposal areas, fences, free-standing electrical equipment, light fixtures, other surface utility structures, and other free-standing structural features, tot lots and other recreational or amenity facilities, setbacks and easements. The landscape plan shall be drawn at a scale not smaller than one inch equals 20 feet (1" = 20'). Street plantings as required by the subdivision control ordinance can be drawn at the scale of the engineering drawings.
      (3)   The location, quantity and size of all trees, shrubs and ground cover with both the scientific and common names shall be listed. The height and trunk diameter of existing trees and the height and coverage of existing shrubs will be shown.
      (4)   Existing and proposed contours, including the location of all proposed berming, at a one foot contour interval. Also included shall be the location, extent and general elevations of all storm water detention or retention areas and drainage ways.
      (5)   (a)   The designation, location, type and size of all existing trees four inches and larger in diameter measured one foot above natural grade. Any trees to be removed should be clearly identified with their replacement shown. Trees measuring between two and one-half inches and four inches in diameter which will be used to meet landscape requirements shall also be indicated.
         (b)   Where existing trees are grouped in a dense cluster, an overall tree mass may be measured for size and variety in tabular form without a specific delineation of the location of individual trees. If this technique is used, trees identified as "protected trees" must be tagged on-site and identified on the plan in tabular form. The sum of all such protected trees may then be used to meet site landscape requirements. The provisions to be implemented for preserving existing trees should be specified on the landscape plan. If required for reasons of clarity, this information may be placed on an additional illustration or prepared as a tree protection plan.
      (6)   Details of all fences and walls proposed to be constructed on the site.
      (7)   Elevations, cross-sections and other site construction details determined to be necessary by the village. Maximum allowable finished lawn or mowable slope for any landscaped area will be 3:1.
   (C)   Timing of landscape improvements.
      (1)   All required landscaping shall be installed prior to the issuance of a certificate of occupancy. The best times for planting in this area are early spring and early fall, normally between the dates of April 15 to June 15 and August 30 to October 30. Plants installed in the summer must provide for adequate irrigation methods to reduce the risk of dehydration.
      (2)   If weather conditions or other circumstances beyond the owner's or developer's control prevent installation of all or portions of the landscape materials and all other requirements for the issuance of a certificate of occupancy have been met, a letter of credit or a performance guarantee approved by the Village Attorney to insure completion of the approved landscaping shall be filed with the Village Treasurer. The amount of the performance guarantee and the required completion date shall be approved by the Village Administrator based on a cost estimate for the approved landscaping plan remaining to be completed prepared by an Illinois registered landscape architect engaged by the owner/developer. If such a letter of credit or performance guarantee has already been submitted for the proposed landscape improvements, the Village Board may permit the developer to extend the performance guarantee for an additional period of time acceptable to the Village Board.
