§ 158.01 PURPOSE AND SCOPE.
   (A)   These standards are established to create attractive and harmonious landscape, screening and tree preservation standards for the development of property in the village. The intent of the required plan review is to ensure that the village remains attractive, safe and comfortable. This chapter shall govern all developments except detached single and attached two-family residential subdivisions.
   (B)   Parkway trees along all public streets shall be provided in all new developments including detached single and attached two-family residential subdivisions in accordance with the requirements set forth in the village Forestry Standards and Specifications for the village.
   (C)   The goals of these landscaping standards are to minimize the harmful impact of noise created by vehicular traffic in areas of new development, to reduce the negative impact of wind which spreads dust and debris across non-landscaped areas, to control the intrusion of excess artificial lighting at night by lighting fixtures and automobile traffic, to reduce the excessive heat generated by large areas of pavement, and to provide a portion of the development with a pervious surface which will allow for a moderate amount of percolation of storm water into the ground.
   (D)   In the event an interpretation of this chapter is necessary, the Village Board shall make such interpretation and may secure professional advice from an Illinois registered landscape architect.
