No person shall use, cause, permit to be used, or engage in the business of providing any telephone device and/or telephone attachment that automatically dials any village telephone line, or 911 lines connected to the Public Safety Answering Point and then reproduces any voice message to report any robbery, burglary, fire or other emergency.
