§ 53.062 RATES.
   (A)   Wastewater sewer user charge. There shall be and there is hereby established a monthly user charge/fee on a fiscal year basis as established in the annual fee schedule per 1,000 gallons to each user of the wastewater facility.
   (B)   Fixed charge. There shall be and there is hereby established a monthly fixed charge/fee on a fiscal year basis including debt service based on the size of the water meter as established in the annual fee schedule to each user of the wastewater facility.
   (C)   Capital improvement charge (connection fee). There shall be and there is hereby established a capital improvement charge (connection fee) as established in the annual fee schedule by dwelling unit for residential, and per P.E. for all other users of the wastewater facility.
   (D)   Minimum charge.
      (1)   A minimum charge may be established in the annual fee schedule and shall be applied to all users whose consumption does not exceed a set gallonage per billing period. This minimum charge shall be established in the annual fee schedule.
      (2)   Usage in excess of the set gallonage per billing period will be charged a fee as established in the annual fee schedule per 1,000 gallons.
      (3)   Where a connection services more than one dwelling unit on a property either within the corporate limits or outside of the corporate limits, the minimum charge shall be the number of dwelling units served by the service times the minimum bill or the actual number of gallons used, multiplied by the currently established sewer rate plus the other current charges, whichever is greater.
   (E)   Non-metered users. All non-metered users of the wastewater facilities shall pay a flat rate charge as established in the annual fee schedule. In the event use of the wastewater facilities is determined by the Director of Public Works to be in excess of 20,000 gallons per billing period, the Director of Public Works may require flat rate users to install metering devices on the water supply or sewer main to measure the amount of service supplied.
   (F)   Surcharge rates. The rates of surcharges for BOD and SS shall be as established by the Director of Public Works.
   (G)   Effective date of rates. The rates and service charges established for user charges shall be effective on bills to be rendered for the next succeeding billing period after approval and authorization of the Village Board. A copy of said wastewater service charges shall be filed in the office of the Village Clerk and shall be deemed notice to all owners of real estate of their liability for service supplied to any user of the service of the wastewater facilities of the village, on their properties.
   (H)   Appeals. The method for computation of rates and service charges established for user charges shall be made available to a user within 14 days of receipt of a written request for such. Any disagreement over the method used or in the computations thereof shall be remedied by the Director of Public Works within 14 days after notification of a formal written appeal outlining the discrepancies.
   (I)   Sewer debt reduction fee. All sewer accounts connected to the village’s sewer system will be assessed a fee as stated in the fee schedule. This fee will expire after the Illinois Environmental Protection Agency loan entered into in 1997, is paid in full after the fiscal year ending April 30, 2018, or until the loan is paid off.
