(A) Basis for wastewater service charges. The wastewater service charge for the use of and for service supplied by the wastewater facilities of the village shall consist of a user charge for the operation and maintenance plus replacement, a debt service charge, a surcharge if applicable, and such other charges as the village deems necessary.
(B) User charge levied on all users.
(1) The user charge is levied on all users to recover the operation, maintenance plus replacement (O,M,&R) costs and shall be based on water usage as recorded by water meters or sewage meters for wastes having the following normal domestic concentrations:
(a) A five-day, 20°C, biochemical oxygen demand (BOD) of 300 mg/l.
(b) A suspended solids content of 300 mg/l.
(2) The user charge shall be computed as follows:
(a) Estimate the annual wastewater volume, pounds of BOD, and pounds of SS to be treated.
(b) Estimate the projected annual revenue required to operate and maintain the wastewater facilities, including a replacement fund for the year, for all work categories.
(c) Proportion the estimated O,M,&R costs to each user class by volume, BOD, and SS.
(d) Compute costs per 1,000 gallons for normal domestic strength.
(e) Compute surcharge costs per pound for BOD and SS concentrations in excess of normal domestic strengths.
(3) The user charge is computed by dividing the number of units of flow of wastewater from all sources into the annual revenue required less the estimated surcharge payments to be received. The resultant charge is expressed in dollars per thousand gallons of wastewater.
(C) Debt service charge. The debt service charge is levied on all users and may be computed by apportioning the annual debt service by one of the following methods:
(1) As a charge per 1,000 gallons.
(2) As a fixed charge per billing period.
(3) As a fixed charge plus a charge per 1,000 gallons.
(D) Capital improvement charge (connection fee). The capital improvement charge is levied as a connection fee on users to provide for the capital improvements, extensions, or reconstruction of the sewage treatment works. The capital improvement charge is computed and assessed as a fixed charge per P.E. estimated to be used by the user.
(E) Surcharge.
(1) A surcharge will be levied to all users whose waters exceed the normal domestic concentrations of BOD (300 mg/l) and SS (300 mg/l). The surcharge will be based on water usage as recorded by water meters for all wastes which exceed the 300 mg/l and 300 mg/l concentrations for BOD and SS respectively and set by the Director of Public Works.
(2) The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the Director of Public Works and shall be binding as a basis for surcharges.
(F) Other charges. The village may declare a rate to provide funds for such other costs as may be applicable to the wastewater facilities. Such rate, if established, shall be applicable to all users.
(G) Adequacy of wastewater service charge. The adequacy of the wastewater service charge shall be reviewed, not less often than annually, by certified public accountants for the village in their annual audit report. The wastewater service charge shall be reviewed periodically to reflect a change in local O,M,&R costs.
(H) Notification of rates. The users of the wastewater treatment services will be notified annually, in conjunction with a regular bill, of the rate and that portion of the user charges, which are attributable to the wastewater operation, maintenance, and replacement.
(I) Measurement of flow. The volume of flow used for computing basic user charges and surcharges shall be metered water consumption read to the lowest even increments of 1,000 gallons.
(1) If the person discharging waste into the public sewers procure any part, any part, or all, of his or her water from sources other than the public waterworks system, all or part of which is discharged into the public sewers, the person shall install and maintain, at his or her expense, water meters of a type approved by the Director of Public Works for the purpose of determining the volume of water obtained from these other sources.
(2) Devices for measuring the volume of waste discharged may be required by the Director of Public Works if these volumes cannot otherwise be determined from the metered water consumption records.
(3) Metering devices for determining the volume of waste shall be installed, owned, and maintained by the person. Following approval and installation, such meters may not be removed, unless service is cancelled, without the consent of the Director of Public Works.
