§ 53.001 SEWER SYSTEM.
   (A)   Sewerage system. The sanitary sewerage system consisting of the collecting pipelines, a wastewater treatment plant, and related facilities shall be designated as the “Sewerage System of the Village of East Dundee” and shall be operated by this village as a utility; and all improvements and extensions of the sewerage systems shall be considered as improvements and extensions to said utility.
   (B)   Sewer Department. There is hereby established a Sewer Department (hereinafter called the “Department”) within the Department of Public Works. The Department shall consist of a Director of Public Works and such other members of the Department as may from time to time be provided for by the President and Board of Trustees.
   (C)   Duties of the Department. The Department shall be in charge of all matters relating to the wastewater facilities including the connection thereto and extension thereof.
   (D)   Village liability. All connections and all wastewater service shall be furnished upon the express conditions that the village shall not be liable, nor will any claim be made against it, for damage or injury caused by reason of the breaking of any main, connections, service pipes, or apparatus or appurtenances connected therewith or any part or portion of the system or plant, or for any interruption of the service, or by the reason of the breakage of machinery, or by the reason of stoppage for repairs, alterations, or extensions or renewals.
   (E)   Policies and procedures. The Department may from time to time adopt policies and procedures necessary to implement the requirements of this chapter.
