The City of East Dubuque, pursuant to authority of 65 Illinois Compiled Statutes 5/11-31.1-1 et seq., establishes a system of administrative adjudication for the adjudication of the City's building code violations and nuisances to the extent permitted by statute and the Illinois Constitution. As used in this chapter, a "system of administrative adjudication" means the adjudication of any violation of this code found only in (i) the provisions of title 14, chapters 1 through 4, title 15, chapters 1 through 12, and (ii) the commission of nuisances as defined in this code (hereinafter "building code and nuisance administrative adjudication").
