12-5-5: BILLING:

The garbage collection fee shall be billed together with water and sewer or water or sewer bills if appropriate or desired by the city, and the city shall have a lien upon all real estate of any resident failing to pay the fee as provided hereby. (Ord. 04-1204, 12-6-2004)
