Whenever any "person", as defined in section 16-1-3 of this chapter, shall subdivide any tract of land within the limits of the city, or within one and one-half (11/2) miles of the limits of the city, into three (3) or more parcels, he shall record a plat thereof in the office of the county recorder, which plat shall first have been prepared and approved in conformity with the provisions of this title.
