It shall be unlawful for any person to excavate, dig or otherwise alter or change the surface of any street or sidewalk in the city, excepting, however, sidewalks on wholly owned private property, and it shall also be unlawful to excavate or dig into any of said streets or sidewalks in the city, except those located on private property, for sewer, water, gas, electric, telephone, utility or any other purpose, whether it be for installation or repairing, without first complying with the terms of this chapter.
