10-1-3: INTERFERING WITH TRAFFIC PROHIBITED:
   A.   Vehicles: No vehicle shall be operated or allowed to remain upon any street in such a manner so as to form an unreasonable obstruction to the traffic thereon. (Ord., 9-17-1957; amd. 2001 Code)
   B.   Pedestrians:
      1.   Loitering In Roadways: No person shall stand or loiter in any roadway other than in a safety zone, if such act interferes with the lawful movement of traffic. (Ord., 9-17-1957)
      2.   Traffic Controlled By Signal Or Police Officer: At intersections where traffic is directed by a police officer or by a stop and go signal, it shall be unlawful for any pedestrian to cross the roadway other than with released traffic, if such crossing interferes with the lawful movement of traffic.       3.   Standing On Sidewalk: It shall be unlawful for a pedestrian to stand upon any sidewalk, except as near as reasonably possible to the building or curb line, if such standing interferes with the use of said sidewalk by other pedestrians. (Ord., 9-17-1957)
