It shall be the duty of all police officers to report to the chief of police at such times and places as he may require, at all times to obey the orders and instructions of said chief, and also to deliver to him all property seized or found by them immediately after the same shall come into their possession which property, with the date of delivery and a description of same, and name of the officer shall be kept for the purpose of said chief of police.
