The Illinois Environmental Protection Agency and the United-States Environmental Protection Agency or their authorized representatives shall have access to any books, documents, papers and records of the City which are applicable to the City system of user charges for the purpose of making audits, examination, excerpts and transcriptions thereof to ensure compliance with the terms of the special and general conditions to any state grants and to ensure compliance with the terms of the federal regulations and conditions of any federal grant.
