Council shall have the power to enforce the attendance of any of its members at all meetings, regular and special, except in case of illness of the member, severe illness or death in his or her family, or special leave granted by the Council. When all the Council members present concur, such person as they may designate may be detailed to bring absent members to any meeting in session or to an adjourned session thereof.
