No person shall throw, deposit or sweep into any gutter, sidewalk, tree lawn, street or other public property the accumulation of litter from any building or lot or from any public or private sidewalk, tree lawn or driveway. The person owning, occupying or in control of property shall keep the sidewalk and tree lawn in front of his or her premises free of litter.
