Ohio R.C. 121.22, as it exists and as it became effective on November 28, 1975 by virtue of Senate Bill 74, is void and shall not take effect and be in force within the city with regard to the scheduling and notice of meetings or otherwise with respect to the legislative authority, boards, commissions, committees and all other decision-making bodies of the city, all of which shall be exclusively controlled by the Charter, ordinances and resolutions of the city.
